why in the hell is this being bandied about, the loan in question was stopped by the courts so it is a non event, also there is no govt, it is a temporary one at best so has no authority to spend any money apart from running expenses. How in the hell can they be trying to set up this when they cannot even pay the rice farmers and yet they want to spend billions looking at how to rip off Thailand yet again with their corrupt deals.

Just think how many brown envelopes will be needed for this to happen,we are already into a scandle of where the money from the rice sceme has gone,in thailand it just goes on and one till somebody is put in prison.

oh sorry it wont happen,where the son of red bull,where the 3 policeman who were tried and convicted and sentanced to death where are they.

Seems to me they caretaker government has found a pot of cash/loans that the EC can't forbid and have decided to spend it while they can on whatever they can. Feasibility studies = jobs for the boys.
