I own a condo in Bangkok, but I spend most of my time in Europe. My problem is that I have to rely on a couple of good friends to take care of paying my bills during my absence. Does anyone know a company that would take care of these things for farangs living abroad?

Dependig on where the condo is located, the www.bangkokstaff.com division of my company could take care of this. In general, we focus our activities within Bangkok - the cost of extending our "reach" to distant cities would not make economic sense for you.

and banks will pay out fixed amounts but not varying amounts.

My electric bills, phone bills, water bills are not fixed amounts but bank pays them with no intervention on my part. :o
