For after market tuning, I've heard prices between 12-15K for tuning, plus dyno time etc.

There are a lot of ECU tunes available for turbo diesel and should not be too difficult to find. As for gasoline engine especially without turbo it is very difficult to find and investment vs. performance gain is much lower than that of diesel.
