American resident of Pattaya facing charges of sexually assaulting minors

The two boys had been staying at the Women and Child Shelter in Banglamung where they were being cared for following a previous case of sexual assault involving the pair.

Why do I get the feeling that these boys are operating some sort of a scam? They hang around walking Street and it is not the 1st time they have been sexually assaulted.

Don't get me wrong I hate kiddie fiddlers and if this guy did do anything to these kids then I say nail him up.

Personally I have a feeling the kids were working and got their customer and now see an opportunity to extort more money.

Exactly right! The guy's probably a "child player" so he should pay a price but ... they did take his 1000 baht and they did go home with him. Looks a lot like a scam to me too!

Children don't "work" this industry unless there are ugly circumstances and men willing to buy.

Like the "she deserved to be raped because she wore a pretty dress" shit.

If they were "working" they need help and he is still guilty. Don't blame the victim.

I am in no way blaming the victim. Mate I had a football coach who made me touch him when I was 12 or I didn't play. He was good mate of my step father and when I told my stepfather and mother I got a fair flogging for lying. I hate rockspiders with a passion and would love to wipe them off the planet. I also want to see a conviction 1st and not just an allegation. My football coach was eventually convicted on multiple counts 20 yrs later and got 7 yrs.

The real issue here is that the American is wearing a "Canada 1867" shirt with a maple-leaf. I wonder if they could arrest him for trying to impersonate a Canadian. Throw the book at all Americans pretending to be Canadians!!!!

there is no point saying 'what is wrong with them? they should not be allowed into Thailand unless they come with their family (wife & kids).

a few months ago I saw a red neck with a young Thai boy in Chaing mai. Next time any one of sees this sort thing, we should ask what is he doing with a thai boy and inform the police. I feel gutted that I let it pass by.

Sounds like that shelter really takes good care of them. What were they doing, of all places, in walking street? Mind you, if the guy is a pedo, nail him. But the story is weird.

Of all places? I have never been to Pattaya, however Walking Street is so notorious, I have heard about it many times.

He broke the legal age laws and faces punishment.

However the moralists are a bit over the top. The assaults are "alleged".

A crime is something seen to hurt another, and an assault is something done without consent.

If the report is accurate, it was not their first time and so they were not innocent minors. They knew what they were doing

and accepted money for a service.

It is possible they lied about their age, which he probably knew no doubt.

The unseen guilty parties? Parents, teachers, the carers, the community, the state and the whole country is also shamed,

for producing the poverty responsible. And so all of us, for not reminding everyone else, where those responsibilities lie.

It is reported, and others have observed, that it was not the first time the “adolescents” had been found in these circumstances, accordingly, exchanging their attendance in a private place, details not included, for money.

Try to think the following through, even if it takes time.

Had the boys, the first time, been assaulted occasioning actual physical, mental or emotional harm, it is extremely unlikely that they would bother to “escape” their place of caring, to be out on the streets looking for yet more opportunities to be assaulted again, by ‘following’ a man to his house for more exchanges of money. Isn’t it? Try to stay with this thought for a moment before breaking into print.

“What are you saying?” is always a precursor to being lambasted by someone else’s rotten and turgid imagination.

Did the article mention rape? No. Did I? No. Did I mention the adult should have been excused for what he did? No.

There is no need to imagine more than what is written. You conjured that up all on your little lonesome.

Thank god you’re not a journalist, or we’d be in worse trouble than we already are.

Or maybe a couple of enterprising young kids are dialing in their money making scheme- and any one of us could be next.

And I also wonder who else is getting a cut.

If you like to have sex with 14 year old boys, yes, you could be next.

And there you have it...the branding. This entire topic is so taboo that someone can not even offer the possibility that the guy could be the victim of a scam without also being accused of the same despicable charge himself.

Lets face it, the accused, and anyone elses' life is over should an accusation of this nature ever be made towards them. There is no presumed innocent until the evidence is presented in a court of law. There is no life after an accusation like this even if a court delivers a finding of not guilty. There is not even a place in our society for a poster to say, "Hey, lets wait for the facts", before even they are accused.

Abusing a child is a heinous crime and comes with a severe penalty for the guilty...as well as those wrongfully accused. For that reason, lets hope the police did a very thorough investigation based on facts and evidence, because the moment of the arrest is the moment a person's life is changed forever.

While most of us are going Tsk Tsk and rolling our eyes in disapproval and disgust, sadly,

Pattaya is full of such people either living there for the sole purpose of easy access to

such activates and many, many tourists are coming to Pattaya just for that, to engage

in sexual activities of all kind, including the disgusting acts with kids,

the sad part is that every body knows about it, that's haw it was, that's how it is

and that's how it will be.....

and people know, it's funny that people all over this country are aware of these sort of problems, but do nothing to fix it, or feel that it isn't their business...much like all the problems in the world really...

If this guy is found guilty here, and the kids were minors, he will be in jail here or in the US. The US have agrements with some foreign countries like Philipines, to deport child sex predators. A very well known CEO from an very big computer company in San Francisco was on the US news in 2000 after his frequent trips to Manila were connected with a 14 years old girl he "bought" there. He still in jail. That kind of agreements between countries probably will stop some people coming to poor countries to commit sexual crimes....

Sick puppies are everywhere all nationalities unfortunately many go to the land of smiles with all sorts of other perverts and murderers a lot of them lately reported on this site. My Thai wife commented a year or so back that there seemed to be more bad ass looking creeps around Hua HIn than a few years ago.

Good on the police and the child protection workers for catching another sick puppy I hope he enjoys the BK Hilton.

You are right of course. I've made the mistake of assuming guilt.

I didn't mean to accuse anyone of being a pedo themselves, so I really should have phrased it differently.

My response was a reaction to the idea that if the boys were being paid for sex it's ok or that because they've reported sexual abuse in the past that they are scamming. But I also think a person who is lured into a scam with teenaged boys has issues.

Unfortunately, we never see any more than the arrest report, which as you say, doesn't tell the complete story and paints the defendant with an ugly brush which will affect him guilty or innocent.

Very good. Spot on. Who cares what the nationality is? All countries have deviants. If he is guilty, hopefully he will never see the light of day again. The world does not need this insect on it's streets. Molesting children who are getting over being molested? Does that deserve a double sentence? One would think so. What on earth did these kids do to deserve this creep in their lives? Get a life you fool. Pick on people your own age!

I had similar thoughts - one issue is what are kids doing anywhere near walking street (adult supervision, role models missing etc) and second issue is this guy and what has been alleged.

For sure if the kids were not there he would not have access to them, then there seems to be willing or unwilling participants and a bigger proportion of scams vs other parts of LOS.

Was going to write something about bringing back a tougher curfew for Patts but will just think that for now!

I don't know if your idea is so wrong. I grew up in Canada where the city I lived in had a curfew for minors ages 12 and under who had to be off the streets and in their homes by 10pm on weekends, earlier through the week, with a few exceptions like being with a Parent or Guardian. They Enforced this Law to. So why should they not do that here instead of having them pimped on Walking Street or trying to sell you cheap jewelry while trying to pick your pocket. Or hanging around drunk adults. I realize many kids have to work here but never knew any that had to at night time.

It is not saying I agree with this type of behavior. You could put me in a room full of Boys or Girls that age, and for sure nothing sexual would ever happen to them by me. A 14 Year Old Girl can have a Mature Body of a Woman, but not in the mind, and why they need protection. But this Guy is innocent until proven guilty so lets give him a break.

I have also read on different places from people who know this guy personally and say he would never do this. Many say he was set up, but by who they did not know. They say he is a great guy and very responsible. Apparently he also has a Loving Wife and Family here as has well a business in Pattaya for a long time. In the Drinking Water Business I think.

So if he is this way he sure took a long time to come out of the closet. But then stranger things have happened before and maybe he just never got caught before either. Who Knows? But before I join the Lynching Mob and Hang Em High, I will wait for more news and his day in Court.

The correct reply would have been that all citizens of the US, are subject to US Law anywhere in the world. So, if Thailand is willing to hand him over, Holder would be thrilled to dispatch a US district attorney to come here to pick him up, with a US Marshall. He will be escorted back to the US, and unless he has $2,000,000 for legal fees, he will spend ten years in a federal prison. No ifs, ands or buts. All Americans are subject to US Law as it pertains to underage sex. Period. And the US pursues these cases very aggressively. Thailand usually cooperates. So, this guy's life is over if the Thais hand him over. The feds need little evidence to get a conviction.

Well...not exactly like that either. Up until 1980 there was only 2 crimes in which a person could be Extradited. Murder and Forgery. Since then they added more and now have 30 or so of them. So if you get caught Shop-lifting in Thailand, and flee the country, you will not be charged in the USA for this.

You are also getting "Extradition" mixed up with "Crimes Against Humanity" like Child Sex. If he is American and had sex with these underage boys in the USA, then fled to Thailand, the US Government would ask Thailand to Extradite him back to the US to face Prosecution. Thailand wouldn't charge him here as he never committed the crime here. But since they have a Treaty and Agreement with them they would probably do that. But not always!

Roman Polanski comes to mind. He had sex with and under aged teen girl in California and fled the country to France, being a French Citizen.. The US asked for Extradition but France refused. He left for Switzerland once, and was jailed, but also released from there later. He ended up back in France. This went on for years and as far as I know was never settled.

But what if you are a US Citizen and commits this crime in another country? The priority is the country where he committed this crime, which in this case is Thailand. So no, chances are if found guilty he will not breeze through an easy term in a US Prison. Just look at the "Christopher Paul Neil Case .

He had sex with under aged boys in Asian Countries, including Thailand. He was picked up in Thailand and was sentence to 6 years in prison here. He would have got 12 years but by admitting his guilt it was cut in half. After serving 6 years in Thailand Prison he was deported back to Canada where he was again met by the Police and more charges were filed. So since this is true then what is the bid deal about these new Child Sex Rules you see posted everywhere at the Airport and your Embassy.

If you commit a crime like this in Thailand and then escape home before you are charged, you can be charge for it at home for this crime. If you committed the crime in the USA and fled to Thailand you could only be Extradited. Se the difference? Even a crime committed in another country will get the same severity as if you committed it their.

What makes this interesting and even though countries will normally not Extradite there own citizens, under certain conditions they will. In a case where Witnesses are required and they refuse to come to the USA to Testify, or can't, then they can send you back to Thailand to be Tried there. But then you would probably spend your jail time in the USA, and not here. Part of the agreement.

Now where this new law also comes in, and as you said, "US Citizens will be tried back home and as though the crime was committed there". This is a very important statement very few understand. Let's say you go to Spain where the Legal Age of Consent is 16 Years Old, or Japan, where it was 14 years, and had sex with them. You have committed no crime in there country so you think all is well.

Not So! Since it is a crime in the USA to have sex with a Minor under 18 years old and "as though this crime was committed their", you will be charged with a Serious Crime when you return. That's the part where they say if you do the crime here you spend prison time back home as we don't care what the Legal Age is their. We only care what it is here!

Nobody should judge individuals by what is the statistical behaviour of most people of a certain Nationality .

Even Thai people are different one from the other ! I am tired reading about " Thainess " etc ...

There are good and bad people in every country . What you'll get of an individual person depends a lot of your behaviour . Smile and you'll get a smile in return .

Respect the culture and do not offend people here in Asia will help you a lot already .

Stay polite or you will lose face , ( dishonour yourself ) , you can still say what you want , but do so politely but firm .

As always, here come the excuses, and the accusations that Thais must have 'set him up'...and it's all a massive conspiracy.

"I was just meeting my mates for a beer!" - and we just 'happen' to meet in a place world famous for underage prostitution.

"I'm a respectable teacher." - who just happens to hang around a place world famous for underage prostitution.

"This is all about a legal case." - which involves living in a place world famous for underage prostitution.'

Get a clue. You don't tune into football every day, unless you like football. And you don't live in Pattaya for years as a foreigner, unless you're into what goes on there.

where is all this underage prostitution that Pattaya is famous for? Ive lived here ten years and there doesnt seem to any more then what your average western city has.

There was a time, about ten years ago, when a lot of American religious NGOs in Cambodia were hunting for Paedophiles. Problem was, about 87% of all paedophiles in Camboland were locals, according to some research. So in order to deliver the quota to be eligible to stay on in P.P., many resorted to "helping" the detection of paedophiles by sending young boys to places like the Capitol restaurant and pester the tourists there. The kids would approach the tourist and the NGO staff was waiting with a camera in place around the next corner. Showing empathy for the poor kid? Click did the camera. Give the kid some money to buy some food? Also click. Not being touched or getting any money, these kids would demand 10 US$ or else they would say, they were touched indecently. The only way to get rid of them was to offer them a beating, which wasn't in the NGOs interest. Finally the local police cleared out the place of these young buggers.
Why I tell this? because it sounds very similar to what is happening in Pattaya and what happened to Chris. Young Cambodian street urchins? They think they can go free due to their young age. And at the same time, if anybody knows their handler, it is easy to order and pay for an "incident".

Of course the local police in Pattaya knows this, but they don't stop it, as it provides them with lots of under-the-table-money! And as they know their public image is lower than that of any other living creature, they don't care about their image any more.
Now I have met Chris a few times and I can tell you, that he has - wonder, over wonder - an official dual citizenship, being both US and Canadian citizen. So don't continue on that nonsense lead.

Chris is spearheading legal action against an European, who will probably be deported and declared persona-non-grata, and that guy has not really many friends left in Switzerland either, if I read the web messages correctly about this guy. So I would guess, that this guy, in his desperation, has turned to the Cambo-Boys handler to set up Chris and hoping, that would de-rail legal proceedings against him. A guess of mine, but I dare to say, an educated guess, nevertheless!
