Sin taxes to be used for the development of tourism destinations

This seems not to be a new tax but a diversion of some of an existing tax. If so, where is the shortfall occurring? If the government has to then borrow money or raise the shortfall with another new tax or allocate from yet another tax, the idea is premature and pointless. Thailand might try a more broader source for funding such as better income tax enforcement, new or improved source of taxation such as an inheritance or estate tax, revenue savings programs, or defundiong other national programs.

if only they used a percentage of the bribes corruption, extortion, whoring & drug dealing, now that is what i would call sin tax
