Apply for Work Permit on exemption stamp

A friend was on a visa extension based on study, but this extension expired and the documents to apply for the WP were not ready. So he crossed the border with Cambodia and got a 30 days visa exemption stamp (don't ask me how he got 30 instead of 15 because I have no idea). Now he is about to apply for the WP, get the application receipt and go to Laos or Cambodia to apply for the Non-B.

Is this possible? I mean, this is the same procedure I did years ago but I was holding a real tourist visa, not a visa exemption stamp.

It is possible to do the work permit application with a visa exempt entry. There may be some work permit offices that will not accept them though.

I think your friend may be from a G7 country and that is the reason he got a 30 day entry.
