I am not talking about a work permit, just a Non Immig B

That is what Maestro is telling you above: consulates wants to the Letter of Approval for a work permit.

Now I do remember that you have been asking this repeatedly before.

Yes you can obtain this category of visa - see link below Section 2.1 (2):

However, the reality is that to be issued with this category of visa in SE Asia, you will need to show that you are employed by a company based outside of Thailand and that your employer has genuine links with Thai companies.

You being a partner in a Thai company almost certainly won't cut it in this region for 2.1(2) and you thus will almost certainly need to go down the Work Permit route to get a Non 'b' visa.
