I have a work permit that's about 2 years old. I'm going on Monday to make a work permit for a new school. I always assumed the old one just expired according to the date in the book. Is that the case?

It is no longer valid, yes.

If it was never formally cancelled, then Labour might well ask that this is done, even though it is expired, before they will process your new WP.
