Landless farmers to be allocated land for farming

BANGKOK: -- The Land Department in cooperation with local administration offices across the country will allocate a 15-rai plot of land to each poor family for farming within a period of five years.

The land to be allocated will be acquired from public land under the supervision of the Ministry of Interior such as public pasture land, cemeteries which are illegitimately occupied by people and must not in forest reserves, and the land of the Treasury Department.

Under the scheme, each governor will be authorised to issue permit for landless people to farm and live within a period of five years agreement.

Land ownership document will not be issued to them as it is merely permitting them to do farming and living in the state land and the state will charge rents on the land at a low rate.

The scheme will be launched in 22 provinces.

But in initial stage, the land will be allocated to 874 poor households in Chumphon and Surin, comprising 1,042 plots of land covering 6, 000 rai.

The allocation is expected to be completed in December, and later extended to other provinces.

The land allocation to landless farmers came after the Cabinet approved a resolution on October 14 to set up a national land policy committee to resolve intrusion on public and state land, forest reserves for farming.

The committee is tasked to gather all public and state land, forest reserve areas intruded by people, and useless land for re-management.

It will then allow the poor people who have no land to farm and live to register for rights to do farming.

How long time will it take for the farmers to sell the right to farm "their" land??

This has been done over and over again, and the landless always end up being as landless as before!!

The farmers will only be able to rent the land from the state, but yes, certainly there's some unscrupulous people circling the weak farmers like vultures.

A super duper idea. Just tell them that they can't use it to grow rubber plants. And also, if they grow rice, they must eat the rice themselves, and not sell it.

Now then, spend the next year doing this all over Thailand, make sure EVERY poor family is allocated land. This will mean the people will love the government for ages. How about eventually, give the tenants the 'right to buy' after they've been there for some time ? They will be allowed to buy at a price that is a discount compared to the open market.

Bit like England, when tenants in council houses where given the right to buy. One of the governments most popular policies.

Many people have missed the point on this statement.

Poor farmers require some funding to prepare the soil and that is where this statement falls short or at least the thinking behind it.

Crops require fertilizer = manure = bullsh*t which is about all they will get from this crowd

Pretty insulting to farmers everywhere as this is basically saying anyone can be a farmer - all they need is land.

No wonder the produce sector is in a constant state of disaster management.

How can they be farmers if they have no farm ?

beat me to it. i think they are just taking people, giving them land, and bam they are farmers now. now grow rice for our nation, dont worry, we will pay you soon ^_^

So how are these supposidatly poor people ment to set up a farm?

New land takes alot of fertiliser to produce.

Soon they will be able to borrow money, not off loan sharks, and be able to pay a competitive 36% interest.............

Wow...populist policies gone mad! Two faced General accused PTP spending too much money to help the poor, now the crafty old fox is doing the same, even more! Rice subsidies, rubber subsidies, massive infrastructure (planned when PTP in power) and now free land for the poor! He's leading the country to ruin and buying future votes in the process.

It doesn't say 'free. The report says they will not be issued land ownership documents and it also says they will have to pay minimum rent.

Another poster with no hesitation to submit obviously incorrect/untruthful and quite misleading posts.

If enough agricultural were to be allocated and recipient families taught how to farm, Thailand would eventually be able to feed itself. Just as important, the Kingdom would be in a position to resist the imposition of further so-called "free market" trade agreements which largely profit the US corporate/political oligarchy.

Thailand is fortunate in having no lesser personage than His Majesty the King as its primary protagonist for self-sufficiency as the key to a more independent and prosperous Thailand. The door to turning this vision into reality - kicked open with the overthrow of Wall Street's favoured Asian son, Thaksin Shinawatra - remains ajar.

The generals have laid down a promising marker with the new "farmland for the poor" initiative. More power to their elbow.

Most landless farmers in our home village had land in their families before and then got their hands on easy but expensive credit facilities and then ... lost their lands. Sad but true.

Absolute nonsense!! I live in a yellow stronghold, Hua HIn, which is subdivided into 11 villages (mooban),

Our mooban recieved 300k, with absolutely no strings attached. After a very democratic process it was decided to use the money for a childrens playground!!

95 % around here vote for the Democrats!!

Still, the government would impose progressive land-tax rates to prevent the rich owning more land, Pansak stressed. Thaksin reiterated to Cabinet yesterday that the government would introduce a progressive tax rate for "unproductive" and inherited land, saying the initiatives would lead to better management of land resources. "From now on, every inch of land in the country must be utilised or the owners will have to pay heavy taxes. And landowners unable to pay progressive taxes will have their property seized by the state and distributed to the poor,"

The above quote from Thaksin goes a long way to explaining why so many of the established elites wanted him gone.
