Penang is not an embassy it is a consulate. The embassy is in KL.

Dependent upon what visa you want it can be very friendly

Very good news. Even in the good old "easy visa" days, you always had to wait 1 day in Penang.

The memo dated March 14th 2014 isn't up to date. I am in Penang now waiting for my tourist visa. I turned in the application yesterday, so turn around is 1 day.

They have done tourist visas on the same day for some time now. But you have to get your application in early to get the service.

I reported this a while back. Tourist Visa is Same day service, Non-imm is Next day service. They seem to be very efficient as you will notice even with the non-immvisa it will often have the date issued = date applied, even though it is promised the next day.
