He is a Russian selling dope in Russia, so obviously his case is governed by Russian law. The Thai supplier selling to him in Thailand, has not committed any crimes, as his sales are legal under Thai law.

According to Thailand Law anabolic steroids may be sold only to those people who have a doctor's prescription.

Selling anabolic steroids to people who don't have a doctor's prescription is illegal in Thailand.

Anyone violating this law is supposed to be prosecuted.

But as any doctor will give you a prescription for 100 baht there is no problem at all...
