BANGKOK, Dec 9 -- The drafting of the framework for peace negotiations with Thailand's southern insurgents is being accelerated along with development of the southern border provinces, according to National Security Council (NSC) Secretary-General Anusit Kunakorn.

He said that the framework focused on talks to create understanding and the development of southern border provinces proceeded as the prime minister emphasized.

The NSC secretary-general said the agency is working with dozens of other agencies--including the Southern Border Provinces Administrative Center, the Internal Security Operations Command, the Office of the Civil Service Commission, the Office of the Public Sector Development Commission and the Office of the National Economic and Social Development Board-- to solve problems in the far South .

"On its part, the NSC will try its best to push for development. Good care for people and development are the right path of the government. Today people are very eager to secure their areas and cooperate well with the authorities. However, I admit that influential persons in the South are a complication that need to be handled immediately," Mr Anusit said.

The NSC secretary-general said that intensified security measures continued to maintain order in the far South in the upcoming New Year festival and the NSC would make its best performance a New Year gift for people. (MCOT online news)

"However, I admit that influential persons in the South are a complication that need to be handled immediately," Mr Anusit said."

This complication is called "insurgents" and decades of drafting peace talks has failed. The military will follow more of its "giving understanding to the people" approach as its remedy to get peace talks started. But to succeed it must put itself on the opposite side of the peace table to LEARN from the people.
