Chinese do it aswell. When I used to work in the NHS years ago I would randomly follow a Chinese man who would leave the casino around the time I was leaving work next door, around 4pm. He would walk to a Chinese takeaway where I guessed he was a cook. The takeaway was about a mile and a half away and was along the same route home I took . He would break into a similar jog periodically but it was exactly the same speed as his walk. I knew this as my steady pace and distance behind him never wavered. Years later I worked in Guangzhou and noted there were thousands of Chinese who did the same thing. I guess it's an Asian thing similar to the inability of any Asian female to walk normally in high heels.
