If you really want a SIM card ready when you arrive in Chiang Rai, DTAC will ship one to you anywhere in the world for the cost of the card plus 350 baht:

There may also be SIM cards available at the airport in Chiang Rai. I know there are in Chiang Mai, but not sure about Chiang Rai. Maybe someone else has been through the airport there recently and can comment here?

I had the same problem a few days ago in KL, when I needed to top-up my MAXIS number before continuing to another domestic destination in Malaysia. Simple solution: Go through the REGULAR immigration and then you are in "free land" and you can buy your SIM at those Service-centers that the several providers have set up right after you exit customs check. Buy your SIM card and some top-up value, then head to the regular Domestic departure entrance.

there is no problem at all doing it that way
