Work visa: University letter stating granting of degree

I was recently informed that a person must provide the original letter by their university which states the institution is granting a degree to them, in order to apply for a non-immigrant B visa for teaching. Apparently the new request is to deal with the problem of fake degrees presented. The request was later changed slightly to say that a letter from the university stating they had issued a degree to the person would suffice. No need of an original letter.

Does anyone have any other information about this change? I have not seen it mentioned in other information regarding visas and the providing of a degree.

It's for khurusapha for waivers or teaching license . Not immigration!

I don't recall seeing anything about a letter from the university but have seen where the certificate had to be certified.

To get a non-b visa in Vientiane they only ask for this "6. Copy of applicant’s academic certificate/record ".
