Are all the fees the responsibility of the buyer?

When you sell it just let the buyer worry about it -

Pick up 2 forms from the DVLC. One for the transfer and one for the mandate signature. Sign both forms and get 2 witnesses sign that it's your signature. Hand those 2 forms + copy your passport and current entry/exit stamp (sign each copy). Hand over to the buyer when you get the payment. Let the buyer pay for the transfer tax.
