Looking for a Thai Chef

I am opening a restaurant in Phnom Penh, Cambodia. Can anyone recommend places that I can post for English speaking Thai chefs. I saw a few thai job sites that are charging an arm and a leg to find chefs in Bangkok. But figured there should be a way to do it myself.

Any help would be greatly appreciated.

The restaurant would be a western cafe/bistro with some thai dishes, so if you have been to Wine Connection, it would be rather similar. I would need the chef to setup the kitchen and manage for a few months, so this would not be a long term employment. And housing would be included.
