Steven, it's definitely one of the factors but like you, I really don't see the change affecting tourist numbers at all. I think we can still expect the worst low-season since the one after the tsunami.

Some tourists are not coming because they cannot get travel insurance for going to a country under martial law. Unfortunately, the timing is not right and you will only see the results in the next coming high season. In the meantime, many things can happen to negate its effectiveness. Although not directly related to Phuket, the lifting of martial law will result in resumption of aids from countries like USA, etc.

I believe military aid (relatively small) was stopped. Thailand is not affected by this small aid but geo-political play in this region. Due to martial law, USA is forced to distance itself and shove Thailand towards China. Thailand is wary about China's design on its influence in this region, especially sovereign claims in the south China sea.
