Water, yes. To turn off the electricity is not legal unless this utility is billed directly by the condo itself, which is quite rare.

 

The building can legally cut off access to common areas or not issue keycards etc to non-payers after a suitable written warning. But it all boils down to the committee and management pulling their fingers out and doing something. They are often too lazy.

Not sure how they get away with it at my block, . Its a private company that does the managment, they are pretty proactive. I suppose they could loose the contract if they dont perform.
