guest house in Sihanoukville and Phnom Penh with kitchen?

Are there guest houses in either or both of these cities with kitchens guests can cook their own food in?

Never seen this. Serviced apts will have kitchen or kitchenette (as will regular apt ofcourse) but not a guest house. Though many will have a small fridge and hot water kettle.

Guest houses are basic facilities only. There are a couple of guest houses in Siem Reap with cooking facilties but they only take long-term lets... otherwise as Sheryl says; it's serviced apartments for kitchens (more expensive and not commonly available in Siem Reap for short-term lets).
