It's supposed to be but if there's money to be had, some monks disregard anything scared and make up the rules as they go along.

but, anyhow, everyone local would know by now that it is happening, and probably still attend the Temple, knowingly, and willingly...

Leave it to the locals to decide for themselves. We have just heard about it via tabloid, which always sensationalises all that may not be quite mainstream practice
