GLO: 48 more vendors found selling tickets higher than 80 baht apiece

BANGKOK, 14 June 2015, (NNT) - Thanawat Polwichai, a member of the Government Lottery Office (GLO) Board, has revealed that 48 more lottery ticket vendors have reportedly been selling the tickets over 80 baht apiece.

52 vendors were earlier found overcharging buyers. Officials said, out of the 48 newly reported cases, 10 have been taken into custody and the remaining 38 vendors are still at large.The majority of the offenders are street vendors who move from place to place, which makes it difficult for officers to locate them.

Vendors selling government lottery tickets at more than 80 baht each are subject to a 10,000-baht fine and could have their licenses revoked.

The GLO has set up 10 special units tasked with inspecting lottery vendors in various areas daily. The GLO committee itself has already conducted such a random check twice recently. According to the GLO head, the second board meeting will be held tomorrow, during which the board’s past works and future directions will be discussed.

He urged residents to inform officials of vendors who overprice their lottery tickets, at 02-345-1466-- the GLO’s call center-- or police officers at respective stations.

Why don't they go for the Hiso lottery cartel intermediaries who control the market, and dismantle that apparatus first (ie reform the whole lottery system) - it would be a better use of everyone's time.

While I understand the sentiments of the time wasting, if it is left to the customers to decide, it would take 5 minutes before the priced were back to the old prices - if everyone changes over the top and you want to buy a ticket then the supplier sets the price and the buyer has to fall inline - hence an attempt by the Gov. to rightfully try and control the price - sure 10 unit is probably over the top - a few less units but dish out maximum fine everytime, the message will soon filter thru'.

The GOVERNMENT Lottery Office who run the GOVERNMENT lottery have every right to set the retail price of their tickets, and a lower price will encourage more people to take part, making it both cheaper and with higher percentage rewards.

Supply and demand will soon sort out the profit margins of retailers and wholesalers. If the retail sellers aren't making enough and stop selling, the wholesalers will make a huge loss on their UNREFUNDABLE tickets. They can either reduce their margins or withdraw from the business, allowing others to take their place.

has just won 93 Million Sterling,now thats what i call a prize,

I hope its not another idiot,like the one who won,and decided

to still go to work !

Is it Beyond these morons to organize the lottery as many other countries do. Computerized system I 7 11 etc. it's real third world stuff right now.

Good ! get those money grubbing lottery vendors, many disabled, in their 70's or 80's, ( plying the dirty/hot/congested streets for 12 to 14 hours every day to earn a pitiful 2 - 300 baht a day ), off the streets, in jail and, maybe deported.

this is the proper price to pay...

You do realise at an additional 30 baht mark-up on the government price means a comfy income for the sellers. If they could entice the sale of 500 tickets at 110 baht (which is not unreasonable), they would be making 30k a month. When a waitress earns around 9k, a chef around 12k, and a bank worker around 15k, do you think selling lottery tickets is a poor person's job?

And even with unsold tickets possible reduced back down to 80 baht the morning of the lottery, apart from having a chance of winning, there is enough padding to counter losses.

There is an illegal daily number lottery in many low income cities in the US. When arrests are made people like you always say "Don't the police have something better to do?" The fact is that the money generated is in the millions and goes directly to criminal syndicates to support additional criminal activity including narcotics and weapons trafficking. The lottery in Thailand is government endorsed and therefore subject to enforcement of it's rules. It is not for you to decide what is and what is not a priority for law enforcement when you do not know all of the facts and implications of the illegal behavior. Here's a good rule of thumb. When you are painfully ignorant about something, keep your mouth closed.

That's actually a living wage for these disadvantaged groups. 300 baht a day is earned by many other less disadvantaged groups for working similar hours. At 90 baht a ticket, say, (an additional 10 baht mark-up), with 500 tickets sold, it would equate to an additional 10,000 baht a month income on top of the 6,000 basic. 16k is more than a waitress, shop assistant, bank clerk, labourer, earns.

Selling lottery tickets above the 80 baht is not a poor person's job.

Lotteries and the like are wonderous things. They are so much more attractive to the human mind than putting the ticket money into an investment account which would guarantee you some eventual return. I'm amazed that some religion (most likely muslim but the left-footers run a close second) haven't adopted it, where you buy hugely expensive tickets and the winner is executed in a religious ceremony that guarantees you entry into paradise/heaven/whatever. Perhaps not.

Your post simply oozes sympathy for these poor, disabled, money grubbing, lottery vendors inconveniencing your privileged lifestyle in their country.

I feel sorry for your wife..... but thinking about it I am willing to bet you Do Not have a Thai wife .. longer than one night.. Of course there are more important issues to deal with , But , if you only knew just how much money the "5 tigers" make on a monthly scale, you would realise that something has to be done.. Of course all the 5 tigers are Thaksins people, so it is very important to stop that man looting Thailand from afar.... and almost all Thais have a go on the national lottery .. so it is something that affects all Thai peoples.. They also have dreams JOC... And I do hope you are NOT a Jock, JOC...... MacBeth would turn in his grave....whistling.gif

Up here in Issan the local 'illegal' lotteries are far more popular than the official Government one. In fact I hardly know anyone who purchases official tickets. The local lottery is run on 1st and 15th of the month.

There's money to be made here. The woman in my village who runs the illegal lottery last year bought a brand new pickup and a combine harvester. She was able to do this despite her house having been broken into 18 months before and in excess of 100K baht cash stolen.

Perhaps the coppers should concentrate on people like her, not itinerant lottery sellers trying to make a living.

I agree. Or they could do as Taiwan does. They have a computerized system with various draws each day, but don't sell them at 7/11's etc. They only give the kiosk licenses to disabled people and has run smoothly for many years. They may not do many things well in Taiwan, but I will admit this is one thing that was thought through.

Online lottery ( via lottery dispensing / vending machines ).... Learn and adopt from those countries that had successfully


implemented the online lottery for many many years..... instead of try and hope and see if it works attitude.....



a. Over pricing : Resolved



b. middlemen : Resolved



c. Return of unsold tickets : Resolved



d. Wasted pre-print lottery costs : Resolved



e. Disable or poor can be employed as operators or start a jointly owned business : Resolved



f. Long term solution : Resolved



How ? Impossible ? Below some simple steps on how it will works :-



1. Place Lottery dispensing / vending machines at lottery shops ; open in every soi,


all over the country ; similar shop model like 7 Eleven or Mart.



2. Some of the lottery shops allocated to vendors / existing lottery sellers as agent,


interested in selling lottery as a long term business.



3. The lottery shops will hire operators to manned the counters, to operate / process the


lottery dispensing / vending machine



4. People queue up and at the counter, inform the operator the number they wants to buy,


operator key the numbers, customer pay for it and they will be given a printed lottery ticket....Finished.....



5. All the numbers keyed into the lottery dispensing / vending machines, the data will be transferred to


GLO central networking system, from any part of the country.



6. Any winning tickets with small amount, the people can claim the prize from the lottery shops ;


whilst those bigger prize such as jackpot, will have to collect from the Headoffice, GLO.



Nothing difficult.....its a matter of whether one has the guts to implement them.........and this will change


the lottery industry forever.....



GLO...this is your solution.......

I disagree. There are so many ticket vendors, it is easy to refuse to pay the higher price and go to the next vendor....pretty soon the vendors that charge high prices would be left with too many unsold tickets.

Well, that's my first reaction. Then I realised that tickets are sold because the buyer chooses the lucky number. He or she will pay the higher price if his/her lucky number is on display, and not go on to the next, cheaper vendor.

So it is good that they are enforcing it.

But it is a pity that they put so much effort into such a petty thing, while big-time crooks are left alone and while dangerous drivers drive with impunity. Use the budget for lottery police to put more highway cops out there.

I'm glad that I don't need to buy those fragging lottery tickets anymore.

I've just received an e-mail, that my e-mail address has won $ 100 and I went straight to the bank to pay my $ 1499 fee, which enables me to receive the money immediately.

And you poor TVF members can continue freaking about winning the Thai jack pot. Didn't tell my wife yet, but she'll see what happened when I send a Rolls Royce with a chauffeur to pick her up.

BTW, I'm looking for a driver, anybody interested? You only have to be a good driver, that's all. Please page me...

The simplest solution is 7-11, they do it all. Have each store employ a handicapped individual to

sell tickets/operate the ticket dispensing machine, on an hourly wage. If they do not show

up for work they don't get paid and one of the regular staff will dispense the tickets.

I haven't crunched any numbers and have no statistics to go by but I would venture a guess to say part of the reason why illegal lotteries exist in the first place has to do with vendors hawking at 120 Baht. From what I gather, in the underground lotteries you can place orders for 80-100 Baht with the same payout ratio as the legit lotto.

So why bother cracking down on hawkers selling at 120 Baht? To crack down on funding organized crime (yes, I'm saying the underground lottos are run by criminal organizations)
