BANGKOK: -- PRIME Minister Prayut Chan-o-cha has instructed officials at local and central government levels to brace for water crises - both drought and floods, deputy government spokesman Maj General Sansern Kaewkamnerd said yesterday.

Sansern said while some parts of the country face looming drought, other areas such as Phetchabun were facing strong run-off and flooding.

"The officials were told that they must prepare to help people facing natural disasters. They also have to come up with ways to provide water for people facing drought so they have enough water for consumption and agriculture,'' he said.

He said that since March 1, more than 2,728 flights had been flown to try to enhance artificial rain (also known as cloud seeding) and over 92 per cent of flights were said to have caused rain.

Officials were also instructed to reserve water by adopting the "monkey cheek system,'' initiated by His Majesty the King, Sansern said.

He's bright enough not to ask Yingluck for advice on how to deal with floods.

So I guess in the meanwhile, all the pumps and drains down stream will be cleared of all debris and in good working order? It may be a good time to get that all accomplished before we have a flooding problem.

No forward planning by his or any other government but fire brigade help when it's basically too late.

It's not as if drought or flooding is an unexpected phenomenon yet every year there are fine words and next year is left to take care of itself as with the New Year and Songkran carnage on the roads.

Churchill used to say " action this day " whereas here it's " action someday, maybe ."

Are these orders formalised in any way, turned into specific instructions forwarded to the relevant parties to respond accordingly?

Why no Bangkokians and the opposition parties complain about the Royal Irrigation Department for mismanagement discharge of water resulting in drought like they furiously did in 2011 for flood. I would guess that Bangkokians lifestyle are not affected by the drought and really have no concern for the suffering poor. The poor has really no voice now. The RID with their resources at hand should able to forecast the drought and yet they release water during the wet season as normal.

Come on make your mind up, which is it, drought or floods?

Thailand is a big country. In some area's that have high intensity water reliance for farming= Drought! Other areas that have had large seasonal rain fall = flood.

Not so difficult to understand, surely!

I would guess that Bangkokians lifestyle are not affected by the drought and really have no concern for the suffering poor. The poor has really no voice now. The RID with their resources at hand should able to forecast the drought and yet they release water during the wet season as normal.

What mismanagement? They are managing the water. Did you not notice the relative lack of rain. It is now the wet season, a very late and lackluster one! Edited by casualbiker

You don't solve the problem now when it's dire. Whatever happen to the NCPO master plan on water management that they ordered the Ministry of Agriculture to submit last year when 33 dams were adequately stocked with water and only 4 were relatively short. Where is Prayuth big reform plan on water management that he proposed in 2014. Too busy with fixing the lottery price? Easier to blame the weather.

They did and have been forecasting very dry seasons for years now but the problem was, as always politicians with no knowledge in positions of power over the last few years have overruled the departments.

If you care to remember the last PTP government under Yingluck chose the "best qualified" persons to be Ministers and they were reshuffled every 4 to 6 months to become the best of the best.

None of them had any idea what they were supposed to be doing and each one in turn wanted to stamp his authority on the department which usually meant changing his predecessors plans. None of them consulted other departments involving water, irrigation, floods and droughts either.

The truth of the facts are that I am talking about dam management on water release and the fact that the NCPO and PM have paid lip services so far as regards to the water situation. They have all the facts about El Niño and what they do with the information reflects on their ability to prioritize urgent matters and not arranging deck chairs or fixing the lottery price.

Can anyone describe the monkey cheek system, please?

PM instructs concerned agencies to expedite help for flood-hit victims. 2011-08-20

"The Monkey Cheeks project, initiated by his Majesty the King, is a water organization system for the flood season to prevent, as well as reduce, flooding in the lower Chao Phraya river basin via draining waterways such as ditches and canals into small reservoirs. This is similar to a monkey holding banana bits in its cheeks."

The truth of the facts are that I am talking about dam management on water release and the fact that the NCPO and PM have paid lip services so far as regards to the water situation. Eric, you are correct that you don't solve the problem now when it is dire. It should have been fixed many years ago under any of the previous governments over the last 30 years but NONE of them did. Certainly not the last "elected" PTP governemnt whose ministers were of the highest quality, the cream of the crop and the best persons for the job. Yingluck said that even though they were generally moved around every 6 months.

Indirectly they were the cause of the floods in Bangkok in 2011 even though advice and warnings about El Nino were repeatedly given that the water MUST be released far earlier than it was. In 2012 they went too far the opposite way and let too much water out too early even though advice and warnings about El Nino were repeatedly given that would be a shortage.

They even had 3, count them, three years to get it right but even with all the most qualified and best people they STILL couldn't get it right. They had wonderful plans, even a budget, (I wonder where that went) and still couldn't get it right. Now you are whining that this government isn't doing enough to fix 20 or 30 years of neglect in just over a year.

Well if you are so good and smart why don't YOU come up with a master plan to fix it?
