Further if you want the existing visa re issued and it was issued in the UK one suspects the info they gave you about going back the UK to do it is correct and maybe this is what they meant

The Thai embassy and consulates in China will only issue a visa to those that are legal residents in China. That is why that would not issue a visa.

No Thai embassy or consulate will replace a visa lost with a passport.

Since when? I had a Non Imm O visa (double entry) issued in Shanghai.

Not sure how long it has been in effect, At least couple of years since I first new about it if my memory is correct.

If you got a 2 entry non-o visa that had to been a long time long time ago. They stopped doing those long ago.
