Can SOT THUA (ซอสถั่ว) be construed as 'peanut sauce'? Could it possibly cover 'soy sauce'?

If not, what would the meaning be and what would be the Thai term for 'peanut sauce'?

ซอสถั่ว is simply incomplete. ซอสถั่วเหลือง for soy sauce. ซอสถั่วลิสง for peanut sauce.

However, I think น้ำจิ้มสะเต๊ะ is probably more common for peanut sauce.

NAM SI-IO (น้ำซีอิ๊ว )

SI-IO (ซีอิ๊ว)

I hope they are correct.
