Many Internet Users ‘Abuse Free Speech’

PHNOM PENH, (Khmer Times) – About 40 percent of internet users are abusing their right to free speech, a leading NGOs say.

The Center for Independent Media’s advocacy officer, So Sorthy, said the group of 19 NGOs had drawn up a list of principles so users would know their rights and obligations.

Cambodia’s internet penetration has increased dramatically, from 3.1 percent in 2004 to 9.0 percent last year, according to the World Bank.

“Some people think they have the right to any freedom of expression,” he said. Adding some users doctored photos and used social media, such as Facebook, to insult people.

Pandora's box...the internet.

Gives voice to the people, but can be used to track them..as well.

The nature of technology is that the advantage goes to the young.

They eventually pick up on how to use it before the laws catch up.

Also...more inovative in how to bypass scrutiny, than the people in power.
