whats the deal that every kid has to pay 600 bht pmth or has no way home till class finnished

Started weekend tuition ( prefer money to go there)

Ask the school why the standard of education is so bad that students must sit an extra hour after school.

We have it stipulated in our (teachers') contracts that we are not allowed to offer out of school hours tutoring to students in our school (for money). This ensures we don't extort money and is something I believe every school here needs to do.

My kids had to do this although it was only 300 baht each per month . It was just another way of getting money from the parents along with the uniform scam, the excursion charges, having to buy lunch at the school canteen , having to pay a fee to get their exams re-marked when the class failed and then they would automatically pass once the money was paid etc. etc. Teaching the kids to scam by their example.
