BANGKOK: -- THE REVENUE Department yesterday summoned three big lottery vendors for disclosure of their financial information and tax-payment records within seven days.

The department issued the summons after the Government Lottery Office named these three operators for scrutiny. They have been granted lottery-ticket quotas by the GLO for a long time.

Prasong Poontaneat, Revenue Depart-ment director-general, said it had asked the three vendors to clarify their financial statements and show evidence of tax payment within seven days after the invitation.

The department will compare their tax payments to their income, the number of lottery-ticket quotas and discounts, he said. If their income was higher than the discounts, that would indicate overpriced tickets, and the income in excess of the price cap of Bt80 a pair would be taxed.

"All three vendors are required to show their bank statements or other routes of their income. The lottery distributors can authorise representatives to deal with this matter," Prasong said.

An anonymous source from the Revenue Department said big lottery vendors received a quota of about 1.6 million pairs each from the GLO and most of them booked their records accurately. Inspection must be made of other assets such as real estate.

According to the GLO, the three big vendors in question were among the "five tigers" group that has reportedly dominated the sale of lottery tickets. The three are Ms Sarian Assawa-wutthipong, Yardnam-peth and Salak Mahalarp.

Large brokers that have been given lottery-ticket quotas by the GLO for long periods reportedly bought lottery tickets from other distributors including charity organisations and associations, which also received a ticket-quota allotment of no fewer than 1 million pairs each.

Other distributors reportedly deducted Bt1.60 a pair. When brokers resold them to smaller distributors at Bt80 a pair, these brokers would earn a profit of Bt5.60 a pair.

So the leader has still not solved the government lottery scam?

No but he is at least doing something about it and has changed the quota and driven the price down and now is inspecting the big sellers. Seems all is going well and real action is taken. You can fault them for many things but this is actually working.

IF it is followed through then you are correct, I think this resounding success may give him an elevated place in Thai history.

In the meantime.. back in the world of death, scams and poverty for the masses.. nothing changes.

Cheap lottery tickets will not save the economy or bring happiness to the people, guaranteed.

Really good to see the grand fromage and his minions are continuing to concentrate on the big stuff, one must know how to pick ones fights so the fact he has concentrated on this, beech furniture and also been the scourge of the boy racers I think makes Thailand a much better place as everything else here is just perfect....

Three major lottery wholesalers to face back taxes

BANGKOK: -- The Revenue Department will be investigating three major lottery retailers which may result in back taxes having to be paid if their corporate tax payment did not correspond with earnings which were derived from selling lottery at government control price.

Director-general of the Revenue Department Mr Prasong Poontanet revealed that the department has sent out summons to three major lottery wholesalers to present their financial and tax records for scrutiny within the next seven days.

The action came as a result of their failures to cooperate with the Government Lottery Office (GLO) to maintain retail prices at 80 baht per ticket.

Mr Prasong said that lottery quotas allocated to wholesalers will be compared to each wholesaler’s income and if any extraordinary earnings are discovered then any profits in excess of the prescribed 80 baht minimum will be subjected to back taxes.

Meanwhile GLO spokesman Mr Thanawat Polwichai stated yesterday that an agreement was reached to adjust the lottery quotas given to organisations, foundations and associations.

The entire 74 million lottery tickets allocated under the quota system expires this December and the GLO stated that it might consider abolishing the quota system entirely.

He expected that the decision would be finalised within the next 1 – 2 months.

With regards to the open bookings for a new batch of tickets made through the Krungthai Bank on October 3, he stated that response was much better than expected forcing the GLO to increase the number of tickets to 100 million.

Formerly the total number of tickets stood at 74 million tickets, and on average, 10 booklets is booked per person.

But the new GLO quota now specifies that one individual is only allowed to book a maximum number of 15 booklets beginning in November 1, 2015.

In the existing system each individual was allowed a maximum amount of 50 booklets.

Really good to see that the red mob indeed does not know much. Ever heard of delegating, there are so many civil servants they don't all have to work on major things. Guess that goes over your head. Wonder if you ever led a company or had employees ?

To me it would seem that this whole scandal could be solved by eliminating these 'wholesalers' and selling batches of tickets directly to retailers who have pre-registered. The retailers would make more money and the opportunity for corruption minimizes. But what do I know, I am only a stupid farang who doesn't understand Thainess whatever the fiick that is.

But hey feel superior if you want I doubt you speak many other languages at high level. (could be wrong of course but most native English speakers don't)

Previous reports in the Thai press have estimated that the big 5 brokers were making between 50-60 billion baht a year between them by increasing the resell price to vendors at the 100 baht price.

That's nearly US$1.5 to 2 billion (previous exchange rates) for the many, many years that this practice was occurring under all govts.

That money could build a lot of hospitals, schools, new metro lines etc.

All involved should be prosecuted and have their assets stripped and used by the state for community projects. (Of course one can only dream.....)
