Can Bangkok registered car ownership be transferred to new owner in Chonburi

In the case of used car sale. Can the process be done in Chonburi, or does it have to be done in Bangkok?

To keep the bangkok plates ,the transfer would have to be done in Bangkok, either in person or use a local to you agent.a

To change to a Chonburi plate at the same time, that can be done in Chonburi.
