1.4 billion baht 'soft prisons' for well behaved prisoners to be proposed

BANGKOK: -- Thailand will soon have soft prisons for well behaved prisoners whose prison terms are going to finish, according to the corrections chief.

Now the Department of Corrections is moving forward with its plan to construct mobile prisons under what it called the ‘soft prison’ scheme.

Under the scheme, these prisons will be employed as final rehabilitation facilities for well behaved prisoners before they are finally released.

The director-general of the Department of Corrections Mr Withaya Suriyawong said that the department was making preparations to propose the ‘soft prison’ scheme to the Ministry of Justice for cabinet’s approval next Tuesday January 12.

The scheme seeks cabinet’s approval of a 1.4 billion baht budget to set up mobile temporary rehabilitation centers for well behaved prisoners prior to being released.

Initially these ‘soft prisons’ will be established at selected Department of Corrections’ facilities spread out all over the country.

Under the scheme, prisoners selected will undergo rehabilitation programs that include development of skills that will enable them to support themselves when they are returned to society and deter them from returning to crimes.

He said it was estimated that each facility will cost an estimated 55 million baht and initially, 17 such facilities will be constructed in all four regions, North, Northeast, East and South.

The purpose of the scheme is to take on average more than 20,000 well behaved detainees who are close to being released and put them into the rehabilitation program.

It is also hoped that with the program in place, problem of overcrowding in the nation’s prisons can be alleviated.

Furthermore, he said, the scheme is also a positive step towards making formal separation of the types of inmates currently being held in local prisons where formally prisoners were accommodate together irrespective of the severity of their crimes.

But now there will be a clear separation of hardcore criminals from those whose crimes are less severe.

Former practices have led to complaints from the public where substantial number of hardcore criminals were being released after only a short term in prison.

The clear separation of the type of prisoners allowed under the proposed program should go some way towards addressing this problem.

The Department of Corrections has proposed using ships freight containers as mobile temporary holding facilities under the ‘soft prison’ scheme.

These accommodations will be surrounded by three barbed wire fences that are contained within two guarded outer fences.

He stated that they had looked at similar facilities that are being used in Australia as templates.

Justice Ministry's Permanent Secretary Charnchao Chaiyanukij said if the Cabinet approves the project, initiated by Justice Minister Paibul Khumchaya, inmates, who are about to be released would be relocated to the new prisons.

He said the construction of container prisons would cost about Bt 100 million each.

And today:He said it was estimated that each facility will cost an estimated 55 million baht

That is one hell of a difference!!

Having a transition place for nearly released prisoners is a also a hard test for the prisoners themselves and some will abscond no doubt , as they do else where in the world, but for the majority it will work well , i do not know what the law requires here if prisoners do abscond , re do the remittance plus plus?

What is important here is the re integration into society, skills and education, that may have been lacking prior to being sentenced,need to be addressed some may be able to gain work and return each day to the facility.

My mind is trust has been earned and respect given both ways and they should be able to live in a BARB WIRE FREE area.

Wow...

If the goal is to rehabilitate.

It make more sense to create half way houses.

First, let the pre release prisoners work in refurbishing existing structures in the area the prisoner was born. Thus, giving back to the community. Use that money and their free labor to;

1. Water quality.

2. Crops that grow in limited water supply. Assist the villages that depend on rice, to grow other crops.

3. Help the elderly. Cleaning, gardening. Pig, chicken, cattle raising and slaughtering.

4. Ant, mosquito, rat, cockroarch elimination training.

5. Use them to enforce double parking, speeding, drunk driving laws as trainees.

6. Work in enforce laws. Corruption. TukTuk parking in the red zone, safety in food. School grounds improvement for children.

The list is endless. But the goal the same. Give back to the community. Use that money not to employ, but to improve the quality of living from the grassroots level.

Indeed they do. It keeps them from hitting their heads too hard when they jump up and down with rage.

Sadly enough, and as is quite usual with most governments, the strategy is backwards, as a good whack on the head would work wonders.

They might want to consult with Sherif Joe in Az. usa, he has used tents as housing for inmates and feeds them according to the work they do. layabouts (do not chose to do assigned work) get a diet of food which fulfills their requirement for calorie intake whereas others get second helpings, etc and the former do not seem to want to repeat offenders once they are released.

He is one of the most popular of law enforcement officers in that part of the country, by honest citizens, and criminals hear of its reputation and avoid his jurisdiction.

So many grand plans are proposed but end-up on the trash heap.

No mention of containers this time,somebody must have realised

what a stupid idea it was,what's next prison hulks (plenty old fishing

boats about) moored in Gulf of Thailand,they can patrol them with

the Subs when they get themfacepalm.gif

Odd that the court system has nothing to say about the human rights quandary precipitated by overcrowded prisons.Such a situation is impossible in Western countries for that very reason. Thailand has no hope of being recognized as a developed country until its treatment of prisoners accelerates to first world standards. I doubt that they care very much.

Is this the same scheme as proposed the other day using shipping containers, or another?

In the UK we have many different types of prisons, and for low risk prisoners we have "Open" Prisons, one important thing is they cost less to run operate.

(Run was the wrong word... whistling.gif many prisoners do run, normally within the first 24 hours) in reality there is a need for different types of prisons, or prisons that will have different wings for diferent types of prisoners, Low risk, high risk, violent, uncontrollable, those with special needs, the old that will never adapt to life outside, lifers that will never be freed.

Education and rehabilitation through WORK for all incarcerated. This will pay for their own imprisonment and for the victims of crime.

Roads, irrigation canals, public buildings, railroad tracks.

That approach has already been tried - minus the education - in the American South.

It was called the chain gang.

For some of the poor Thais living in my area, struggling to make ends meet, working 12 to 15 hours a day, 7 days a week on farms, in the factories or trying to peddle things having no idea if they can afford to eat the next day, these new soft prisons would be a paradise for them.

I have not only HEARD of the USA....I am FROM there. Prisoners are routinely moved to other quarters because of court rulings on overcrowding. The Judiciary in Thailand is NOT "activist" as it is in the USA. They actually do very little and do it on a ridiculously long time frame. A person can sit in jail for up to a year before going to trial. At that point, they are "expected" to plead guilty. Where's the justice?
