CDC says it did not give more power to independent organizations

BANGKOK, 23 January 2016 (NNT) - The Constitution Drafting Commission (CDC) said independent organizations do not have the power to intervene in administrative affairs.

Udom Rathamarit, spokesperson to the CDC, said as of now there are a total of 261 provisions written in the new constitution, excluding transitional provisions. He expected that the CDC would reduce the number of provisions to 250, so that the charter is more concise.

Speaking about some politicians voicing concerns over certain provisions, he said the CDC would listen to all concerns and would not attempt to silence them as they are entitled to their opinions.

In reference to the role of independent organizations, he said the new charter would allow independent organizations to have easier access to scrutiny and investigation processes while assuring that the move does not give more power to these organizations but rather facilitate their work. He added that independent agencies do not have the power to intervene administrative affairs in any given case.

Nor is the CDC taking away the power of the most independent organization in practice: the Royal Thai Military.

NCPO's proposal for the new charter: "order to protect national security from internal or external threats, the 'appropriate use of military force' must be accepted - and the personnel involved in such action should not be subject to civil, criminal or administrative punishment."

In simple words, the military gets unchecked power, no questions asked.
