Ownership of a car.

I know the licenseplatenr and brandname of a car, year built as well.

At which governmentorganisation, national or provincial ?, can I check who the present owner is of that car ?

Is it also registered, with who I can check, if there is a finance linked to that same car ?

Car ownership book has current owner information in it. You may check the book with Land transport to verify.

If the car is not yet finished finance, there wont be ownership book and there might only be one set of key.

I have a feeling that the DLT does not maintain a complete database for all Thai registered vehicles and it may only be at the province that the current records are kept.

For example our pickup is still registered in BKK but we moved up here 12 years ago. All the inspections, tax is done here in KPP but we still have BKK plates.

I am sure that you can tax a vehicle at any DLT office but to re-register it in a different province the new province has to get the records from the old office, then inspect the vehicle before issuing new plates. This takes a while and of course you have to pay for the service.
