Is there any kind of mechanism in place that keeps these folks from travelling overseas? Specifically, is there a 'check' in the visa process (I know that it'll vary from country to country) that keeps these people from going anywhere?

They can be put on the the list of people not allowed to leave the country and they would not be allowed to leave the country.

It would not be part of the process to get a visa for another country unless the visa application required a police certificate.

I personally know 2 Thais that fall into the category.

One spent 1 year in jail for shooting a peeping tom watching his sister bath albeit 30 years ago. He's traveled to a few countries since.

The other was accused of receiving funds from corruption, later cleared of charges. They regularly traveled overseas before, during and after the trial.

depends on which visa and which country, for example for a National visa for Germany it asks if you have been convicted of any crime in Germany or in any other country.

In the UK visa application form question 6.9 asks if you have been convicted in the UK or another country and question 6.10 asks if you

have you been arrested and charged with any offence or are awaiting, or currently on, trial?

OP If you do post again maybe some details rather than cryptic clues

I am asking if anyone has any experience with such an issue. Not being cryptic as the folks having this discussion here aren't criminals or people with court cases pending. It seems like there should be a check in place and am wondering if anyone has seen such a 'check' in action.

And some are correct in wondering WHY. Most members post questions specific to their situation or wanting to help a friend. You state neither. Bloke called Google might help

Yeah, feel free to wonder, but again, it's just coffee talk. The gist of the discussion is whether the 'receiving' countries run a check during their visa approval process with say the Thai police or judicial system and/or whether the Thai court system has a system in place that keeps people from avoiding or escaping their court proceedings. The tech is there, just wondering if they have put it in motion at all, especially for regular folks and not just headline grabbing criminals... Google hasn't been particularly helpful in this case. :-)
