All that is needed is for such drivers to pass their driving tests in accordance with international standards, and not obtained their licenses through brown envelopes. Newtons law of action and reaction apply. Would also mean the end of public servants' private/untaxed pension plan. All the money gathered in fines could go to gov't coffers to make real change in the country.
