Vietnamese Fishing Boat Rams Thai Patrol Vessel in High-Seas Confrontation

A dramatic confrontation unfolded in Thai waters when a Vietnamese fishing boat deliberately rammed a Royal Thai Navy patrol vessel after being caught illegally fishing in Thailand’s Exclusive Economic Zone (EEZ). The incident led to the arrest of five crew members, while several other illegal fishing vessels managed to escape. At approximately 17:00 on 25 February, the Royal Thai Navy’s HTMS Thepha and patrol boat Tor.246 towed seized Vietnamese fishing vessels into Khlong Yai’s multipurpose pier in Trat province. Rear Admiral Apha Chaphanon, Director of Thailand’s First Maritime Enforcement Command Centre (Thai-MECC 1) and Commander of the First Naval Area Command, held a press conference alongside Rear Admiral Chaiyanan Chumai to detail the operation. According to Rear Admiral Apha, Thai-MECC 1, in coordination with the First Naval Area Command, the Chanthaburi and Trat Border Protection Command, and the Navy Intelligence Department, had been monitoring the activities of a group of around ten foreign fishing vessels since 22 February. These vessels, which included pair trawlers, purse seiners nets and light squid boats, were detected repeatedly entering Thai waters under the cover of darkness before retreating southward during the day. On 24 February, intelligence reports confirmed the presence of these illegal fishing operations. Thai authorities deployed HTMS Thepha and Tor.264, along with aerial reconnaissance, to intercept the vessels. During the operation, one fishing boat was successfully seized along with its four-member crew. The remaining vessels accelerated and fled beyond Thailand’s EEZ. However, in that desperate bid to evade capture, one Vietnamese fishing boat turned and rammed the side of HTMS Thepha, causing minor structural damage to the naval vessel. In response, Thai authorities fired M16 warning shots in accordance with international maritime procedures before successfully detaining the boat and five crew members. Rear Admiral Apha stated that illegal fishing by Vietnamese vessels has been a persistent issue, particularly in the operational area of the Second Naval Area Command in the southern Gulf of Thailand. This incident marks the first successful interception of such activity in the First Naval Area Command’s jurisdiction in 2025. The Royal Thai Navy has vowed to intensify enforcement efforts against illegal fishing and will notify the Thai Ministry of Foreign Affairs to formally raise the matter with the Vietnamese government. -- 2025-02-26 -
