Sophana said the 33-year-old deputy chief of the CDC’s Project Analysis and Incentive Office, Lay Tharoath, was charged with “misappropriation of public funds” under articles 592 and 593 of the Penal Code, and is now in prison awaiting trial. A senior ACU official who asked to remain anonymous said Mr. Tharoath was arrested based on multiple complaints from several CDC investors after he allegedly stole thousands of dollars from several companies’ projects for his personal use.

“He was arrested because he took $1,000 from a company’s project which was submitted to his office – which was over the state’s price limit. And he has taken this money for his personal use,” he said. Mr. Tharoath could face a prison sentence of up to five years and be fined 4-10 million riel ($1,000-$2,500) if found guilty.
