The US embassy website doesn't have information on this.

A friend is looking to get a passport (I believe it's the first passport for the child, possibly a new one, the other being about 8 years ago and surely expired). The Embassy website says that the absent parent just needs to sign a form and have it notarized but the 'absent spouse' is in prison. Does anyone know a solution other than the obvious long trip to another province to visit his spouse?
