BANGKOK, 16 June 2016 (NNT) – The National Legislative Assembly (NLA) has begun deliberating a bill proposed by the Cabinet dealing with structures that encroach on Thai waters.

At its latest meeting, the NLA allowed Deputy Minister for Transport Omsin Cheewapruek to explain a bill forwarded to the assembly from the Cabinet on maritime matters.

The deputy minister stated that the new bill amends portions of its predecessor to do with fees for structures and man-made objects that encroach on Thai waters. The bill also proposes harsher punishments for such encroachment and empowers the Port Authority to set regulations for use of Thai waters.

The proposal was prompted by discoveries that many structures currently encroach on Thai waters or do not conform to agreed upon plans for use. The existing bill also impedes the issuing of documents for maritime affairs.

The assembly agreed with the reasoning behind the proposal but noted that the issues outlined by the Cabinet also extend to other bodies of water, such as rivers. It also pointed out relevant authorities must be better managed to avoid favoritism.
