Monday, Tuesday - https://www.bot.or.th/English/FinancialInstitutions/FIholiday/Pages/2016.aspx

This applies to main branches but satellite branches such as in malls will normally be operating.

Does that mean they will credit overseas transactions on monday and tuesday?

Overseas transactions usually come via the main branch, in the past I have always experienced delays when there is a bank holiday here or back in homeland; so my guess would be no.

That depends on the bank.

Bangkok Bank for example has it's main office on Silom Road in Bangkok

incoming foreign transfers go through there first.

So if your expecting money to be transferred into country via Bangkok Bank, and that Silom Road office is closed for 3 days, expect a 3 days delay.

ATMs will be crowded today with Thais taking money out,

All my calendars show Monday 18th as Public Holiday and Tuesday 19th and Wednesday 20th as Government Holidays.

Tuesday is shown as full moon.

Banks will close 19th and 20th.
