I am living with my gf in a condo which she is buying on mortgage. What do I or she need to do to get a residency certificate?

You can get a certificate of residency at some immigration offices. Each one will have different requirements to get one.

If your girl friend is Thai and has a house book for her condo you could get a yellow house book with her permission that would serve as proof of residence for most things you need it for.

Yes at some immigration offices to get the certificate of residency. Perhaps one has already been done.

If you go to your local Amphoe (district office) with your girlfriend they should issue a residency certificate.
