Land officials silent on criminal charges as Naka Noi appeal deadline looms

PHUKET:-- The Land Department has yet to reveal if anyone will be held criminally liable for issuing a land document asserting “ownership” of 24 rai on Naka Noi Island which has now been deemed illegal.

Land Department Director-General Apinan Suethanuwong on July 14 gave the order to revoke a NorSor 3 Kor land occupancy document that was presented by Phukhaohokluk (Six Mountains) Co Ltd to claim 24 rai on Koh Naka Noi, off Phuket’s east coast.

“The Director-General agreed that the NorSor 3 must be annulled after an investigation revealed that a ‘flying SorKor 1’ was used to upgrade the land title,” Phuket Land Office Chief Watcharin Jetanawanich told The Phuket News today (July 21).

A “flying SorKor 1” is a common method of using a SorKor 1 land document to claim an entirely different plot of land elsewhere.

Investigating complaints filed by famous Thai actor Puri Hiranprueck, who owns land next to the plot now deemed illegal, Pol Lt Col Prawut Wongsinil, chief of the Department of Special Investigation (DSI) Consumer and Environment Protection Division, in December 2014 said he believed that a SorKor 1 for land on nearby Naka Yai Island was used to upgrade the land on Naka Noi Island claimed by Six Mountains Co Ltd. A special investigation by the Land Department has now concurred.

However, Six Mountains Co Ltd has until July 29 to appeal that order, Mr Watcharin confirmed today. “If that appeal fails, they can then file an appeal with the Administration Court,” he added.

Meanwhile, the Phuket land official who approved the now-illegal NorSor 3 Kor remains unnamed by officials.

“The person involved in the upgrade of the land document at Naka Noi was investigated and questioned by the committee set up by the Land Department,” Mr Watcharin said today.

posters on this forum about illegally occupied land have no idea of the problem. The whole staff of the Phuket land department is involved. all the illegal deals go into a kitty shared out to everyone. They can't refuse otherwise they would be sacked by the boss. so no-one will give evidence. if you followed the news you would remember that the PM clearly said that he could not sack the whole land department. And I guess much the same goes for the police too. They can remove the men in charge and I think they are slowly doing this.

Good post Gamini. I think civil servants are and always have been the most corrupt people in Thailand. Police, Military, land officers, teachers and all the endless others are just rapists of the nation. It's not some politician who comes and goes. Civil servants are the source of evil in Thailand. They secretly hold more land and opportunity through their corruption. They make money through their government positions selling out to rich business people. Surprisingly these folks also were the ones protesting to get rid of the past government. You have to wonder if their corrupt opportunities appeared to be threaten in some way by that past government? I guess the corruption then wasn't the kind they like. And as it is now, this regime is not doing anything really against so many of these corrupt civil servants and their offices. Prayuth is a member of the civil service and has been his whole life. There is no evidence that he ever stopped corruption while in power in the military over all those years. The problem many not be the scale but the person who claims to be cracking down too.

One has to ask, "will it ever change?", of course not, there is no incentive to either change or to even modify the system! Most young people seem to want to get on the gravy chain as soon as they can....it's not difficult, pay a senior officer a couple of hunderd thousand baht and you're in!

The salary is low but medicine and hospitals for your family are free, you're a government officer not a public servant and you can hold out your hand when the bonuses are handed out! What's the problem??
