Saudi Arabia is the guardian of Mecca  because that's where Mecca and Medina are located.  It's got nothing to do with religious authority. They have physical custody of the sites. Mohamamed specifically forbade the establishment of a priestly caste. It doesn't mean that Islam hasn't come up with workarounds, but there is no central authority.  The closest thing that there is to a central authority for Sunni Islam, is Al Ahzar University in Cairo.  And it s not very close at all. The Pope doesn't have authority over the Catholic church because he rules over Vatican City.  He has authority because Catholic theology makes him the head of the Catholic Church.
