The pool in our condo has a problem. The filter doesn't work and the water is brown. There is also a problem with the condo water. It is quite yellow. My wife went to complain about the water and a couple of ours later is started smelling of chlorine - I suspect they added chlorine to de-colour the water. Since then we have been told that the water supply is contaminated with chlorine and bacteria from the pool.

Does anyone have any idea how dangerous the water could be?

Put simply DO NOT SWIM IN THE POOL.

When they get their act together to have the system working add chlorine and acid as needed. You can add chlorine to it now, it will kill today's bugs but it will not be safe to swim in tomorrow.

If you are worried about your drinking supply get a good filter system and a sanitising system. For drinking water UV is good, no taste and does not afect the water chemistry. There are some filters that will remove most chlorine and the other things that cause the colours.
