Could be the boat was chartered and the organizers of the tour group simply filled it up without the owners or the captain being told beforehand how many people would be put onboard.

 

Of course the captain should have refused that many people but TIT.

Sad to say, it could be 500 people still nothing would be done...

 

this is Thailand, and we see this kind of carnage everyday, either on the roads or on the River....

Im not following... a boat partiallt sinks but so many people die? Was it due to panic or ??? I cant follow.

Does seem bizarre as the boat was right by the bank. I guess those who died were on the lower deck, which was completely submerged. The sides were apparently open but I can only assume it must have been hard to get out with the water rushing in.
