I came across a link to this article talking about a new law just a few minutes ago : http://www.nationmultimedia.com/news/national/30297988

 

There is mention of one foreigner per 100 Thai employees - this is the part that really stood out.

 

What will happen to the 1 foreigner to 4 Thai employees system ?

 

What is a long time resident ? Does this apply only to 'long time residents' or also to people who got off the plane recently ?

I believe the law refers to people whose families have lived here for generations but who do not hold Thai citizenship. So hill tribe people, some Chinese families, Laos families, etc. I don't believe the proposed changes will have an impact on European, American, etc foreigners.

 

The 1:4 ratio will remain unchanged, and is unrelated to this discussion. Think of the two requirements operating in parallel. 

 

For every 1 work permit you need 4 employees. At the same time, for every 100 employees you can also hire a worker described above.

 

In effect that makes it slightly more generous to large employers, and it will be slightly easier for these people to be employed.
