Auditor-General Pisit Leelavachiropas told The Nation yesterday that the investigation followed reports that Orapim might have received payments from the Army at much higher a rate that was suggested by the Budget Bureau. patekatek
It's a good thing the military did not enlist Hillary Clinton for speeches. Their annual budget would have likely been used up on one speech.

Procurement regulations might not apply if services are received free. Evidence of any payment made to Orapim for her army speeches would otherwise be illegal on the part of the military.
