A "joint declaration of intent"? A meaningless and worthless document unless accompanied by money as an inducement to encourage government officials to demonstrate some intentions.

The Thai Authorities will get 5 or six more Declarations of intent as long as the Railway can be built for 1000 baht a metre you will get the job. Plastic rails and styrofoam sleepers

Not forgetting fly tipping rubbish for ballast, its free and its by the side of a road near you!
