Yes, Chaeng Wattana or CM, doesn't matter, I have a friend in CM who did the same, based on marriage.
In Bangkok, I had to show up with my son (my gf came along too), had to fill a TM7 form, and the usual docs.
One picture, copies all needed papers : birth certificate of my son, signed copy of my GF's ID card, Tabien Baan.

Is the yearly Non-0 based on marriage having to leave every 90 days?

Also can this be done from a Visa exempt stamp.I had a one year extension based on marriage but problems with funds.

Now I plan to go to Savanaket between Christmas and New year.

A multiple entry non-o visa that is valid for one year from the date of issue requires you to leave the country every 90 days to get a new entry.

Only an extension of stay applied for at immigration allows you to stay for a year without leaving the country.
