If you want a non nanny state then you  need to have some selfcontrol..................its  all the winkers making the noise that gets the  rules introduced in the first place  due to their lack of self  control and many Thais  would  love to complain but wont

Gather the largest group of neighbours, flanked by a couple police (pay them simply show up and observe) and visit the guy. Might get the message when confronted by many of his neighbours. Hell, pay some other people who may live further away just to join the group. He won't likely know who is living near him or far. Larger group the better.

Think your stuck with it, if a bloke can come on a huge sound system that carries a kilometer at 6am to tell folk the grass is growing then you have noooo chance...

Yes the noise issue would drive me crazy, but I would manage when compared to cigarette smoke, it is the worst thing.

 

I remember when I lived in a small apartment block (7 owner occupied units) back in Sydney (top floor), went on a 2 month holiday to Thailand, came back, downstairs owner (directly below us) moved to Melbourne (work relocation), and the unit opposite his sold and the new owners rented it as well, as soon as we opened the entry foyer of the building door we were smothered in cigarette smoke, it was everywhere, we left the foyer door open 24/7. I knocked on the downstairs tenants doors to ask them if they didn't mind smoking on their balcony's as the smoke was drifting into our apartment and was unbearable, that and we had a child under 1 years of age, I was met with a volley of insults, e.g. who do you think you are, if you don't like it, you can leave, now I have worked with the public for years and know how to be kind to people, but there are certain breeds that just don't give a rats, they are of a certain religion and are Turks and Lebs, the Christian ones are fine, must have something to do with education ?

 

I requested an urgent meeting under strata by laws, and could not believe that the other owners didn't see a problem with it, I then lost it and told them that I would lodge a formal complaint to the Department of Fair Trading and seek an urgent hearing before the CTTT to impose a heavy fine on the Owners Corporation, they said do what you want, so I did, I also wrote a letter to the real estate agents to advise their landlords that I would take legal action against them for their tenants disturbing my peace and creating a nuisance, long of the short, the Owners Corporation were issued a letter to attend the hearing on such and such a date, or issue the tenants with a notice to comply under section 2 of their leases; disturbing the peace and creating a nuisance to another lot, failure to issue the notice would mean that the Department of Fair trading would impose a $4,000 fine on the Owners Corporation.

 

The tenant were also issued a letter from their agents advising them not to smoke in the building or common grounds or face a termination notice, I suppose no one saw this BIG MAC coming, suffice to say trying to breath in your own place with chain smokers beneath you is not easy, I remember giving my daughter a bath one night and I could smell it coming through the vents to the side of the bath, go figure, as for music, sure would pee me off, but to a different degree.

The only problem with that is when you try and get support from others, they might just say, I'd rather not and close the door, people power is far and few between when you need it, I have found.

I sent a similar guy up the soi an anonymous letter in Thai politely asking for the bass to be turned down, it worked. Falang going is not likely to work, their attitude is often no like go home. If they get a letter no idea who from ooh could be trouble. Did it with a dog owner as well with same result.
