Does it have to be medical grade?  Most hardware stores have a good selection of plastic tubing from very small to very large.  Shops that have fish tanks might have extra they could sell.  Know medical grade is available on Ebay as bought some for water filter extension.

This is the clear plastic type but most will be in mm size.

One of the pharmacies at Victory monument is where I would start looking.

BTW what you are calling surgical tubing is actually suction tubing....might have more success asking for that.
